Put the right people in the room.
Invite the agencies, institutions, and neighbors who will carry part of the response: local government, emergency management, public safety, medical partners, schools, houses of worship, venues, utilities, and community organizations. Include people who understand access, translation, transportation, and the needs of residents who are often missed.
Answer four practical questions.
- Who receives and verifies the first report?
- Who has authority to make an early protective decision?
- How will a consistent public message reach people without reliable internet?
- Where will medical, transportation, and shelter capacity come from if normal arrangements fail?
Leave with owners and dates.
Do not let the meeting end with only a list of concerns. Choose one communications fix, one relationship to build, and one small exercise. Assign an owner and date to each. Bring those decisions back to the next meeting and test what changed.
