The Strategic
Problem We Are No Longer Solving
Modern counterterrorism is still largely organized around a legacy
assumption. This is explicitly reflected in the 2026 U.S.
Counterterrorism Strategy, which continues to structure the threat
environment through discrete organizational categories and separated
analytical lanes for different types of adversaries.
The 2026 framework still primarily divides threats into distinct
buckets, including jihadist organizations, state-linked proxy networks,
and political or ideological movements. Even when it acknowledges
complexity or hybrid threats, the underlying architecture remains
segmented. This creates a growing structural mismatch between policy
design and operational reality.
On the ground, we are not facing isolated organizations operating in
separate lanes. We are facing overlapping ecosystems that interact
through shared environments, shared infrastructure, and selective
coordination mechanisms. The result is not just analytical friction. It
is strategic lag.
This assessment focuses on three core ecosystems that define the
modern foreign terrorist threat environment: the Islamic Resistance
Council, the Axis of Resistance, and the Muslim Brotherhood.
Three Core Threat Ecosystems
1. The Islamic Resistance Council Ecosystem
The Islamic Resistance Council represents an al-Qaeda-led terrorist
umbrella and coordination ecosystem built around the concept that a
Sunni–Shia alliance is the most effective way to strike the adversary,
in this case the United States, through strategic surprise and cascading
effects similar in nature to those associated with 9/11.
It operates as a centralized system with an internal hierarchy, while
also maintaining adaptive coordination across affiliated groups,
regional nodes, and operational partnerships. This allows it to persist
in fragmented environments and regenerate after disruption. Importantly,
this ecosystem has demonstrated an evolving capacity for selective
integration. In certain environments, it enables joint operational
planning, shared logistics, cross-network financial flows, and
coordinated activity between otherwise separate groups, while still
preserving organizational independence.
This reflects a broader shift in jihadist structures toward flexible
coalition frameworks rather than purely isolated networks. The key
characteristic is a shared identity in the form of an “Islamic Army,”
based on the concept of the army of Imam Mahdi. The underlying logic is
strength through aggregation, where the collective is intended to be
more capable and resilient than any single constituent group operating
alone..
2. The Axis of Resistance Ecosystem
The Axis of Resistance is a state-enabled proxy warfare system
anchored by Iran and extended through aligned non-state actors across
the Middle East.
Unlike decentralized jihadist ecosystems, this system operates as an
integrated instrument of state strategy. It blends military capability,
intelligence activity, political influence, and asymmetric warfare into
a coordinated regional posture.
Its defining feature is strategic depth. It leverages proxy forces to
project influence, shape adversary decision-making, and maintain
pressure across multiple theaters without direct conventional
escalation.
While more hierarchical than other ecosystems, it still operates
within fluid operational environments where indirect interaction with
other actors can occur.
3. The Muslim Brotherhood Ecosystem
The Muslim Brotherhood ecosystem represents a transnational
political-Islamist infrastructure embedded in political systems, civil
society, education networks, and charitable organizations. It seeks to
shape governance environments, political legitimacy, and societal norms
through institutional embedding and gradual influence. It is the heart
and soul of international terrorism.
It provides cover to terrorist organizations, offshoots, and
ideologically-aligned networks, and, provides financial facilitation,
logistical support and weapons movements, and provision of political
leverage for terrorist actors. This pattern is not uniform across all
contexts, but it becomes more visible in permissive or fragmented
governance environments.
In locations such as Libya, Sudan, Gaza, and Lebanon, where state
authority is uneven and political-military boundaries are blurred,
overlapping institutional, charitable, and armed structures create
conditions where resources, legitimacy channels, and operational space
can be more overtly accessed by hardline actors.
Its strategic significance therefore lies less in direct operational
control of violence, and more in its role in shaping the environments in
which other actors operate. In a convergence context, it functions as
part of the broader enabling ecosystem where political legitimacy,
social infrastructure, and conflict dynamics intersect with more kinetic
threat networks.
The
Key Shift: Convergence Through Selective Coordination
Individually, the Islamic Resistance Council, the Axis of Resistance,
and the Muslim Brotherhood are distinct ecosystems with different
origins, structures, and strategic objectives. However, the most
important development in the modern threat environment is not their
separation. It is the emergence of convergence effects in specific
operational contexts.
Convergence does not mean full organizational unification, shared
ideology, or permanent alliance. It refers to selective coordination and
functional alignment that emerges under key conditions, producing
reinforcing effects that amplify damage to U.S. interests. These
conditions appear in three domains.
1. Fragmented and Permissive States: In weak
governance environments, multiple ecosystems operate within the same
physical and logistical space. This creates adjacency in recruitment,
financing, movement, and infrastructure. Over time, this proximity can
enable indirect coordination and operational overlap.
2. Shared Strategic Narratives: Across ecosystems,
messaging can temporarily align around shared adversaries, regional
conflicts, or political grievances. This produces narrative convergence,
even when long-term objectives remain distinct.
3. Digital and Information Ecosystems: The most
significant overlap is occurring in the information domain. Ideological
content, recruitment strategies, tactical learning, and propaganda
techniques now diffuse rapidly across digital environments, enabling
cross-ecosystem learning without formal integration.
The
Structural Blind Spot in Current Counterterrorism Strategy
The core issue is not that counterterrorism strategy is absent or
outdated in intent. It is that its underlying architecture is
increasingly misaligned with how modern threat ecosystems behave. We are
still fighting a counterterrorism fight as if it were 2010.
Even in the 2026 U.S. Counterterrorism Strategy, the framework
continues to organize threats into separate analytical categories.
Jihadist networks are treated as one problem set, state proxy systems as
another, and political-Islamist movements as a third. This assumes
separation as the default condition. Operational reality increasingly
reflects selective convergence.
The result is a structural blind spot. Counterterrorism efforts
remain optimized for disrupting discrete organizations, while
adversaries increasingly generate resilience through interaction,
adjacency, and selective coordination across ecosystems.
In some cases, pressure on one part of the system does not eliminate
capability. It redistributes it across adjacent networks. The failure is
not awareness. It is structural design. Current counterterrorism
architecture is not built to prioritize the intersections where modern
threat resilience is actually generated.
Toward a
Convergence-Based Counterterrorism Model
An evolved counterterrorism strategy does not discard group-based
analysis, but it repositions it within an ecosystem framework. The
objective is to disrupt not only organizations, but the connective
mechanisms that allow ecosystems to reinforce one another.
This requires a shift toward four priority areas.
1. Facilitator Networks: Financial, logistical, and
communication nodes that enable movement across ecosystems.
2. Shared Operational Environments: Conflict zones
and permissive states where multiple ecosystems coexist and interact
within the same space with Afghanistan being a key priority
location.
3. Information and Propaganda Infrastructure:
Digital ecosystems where narratives, tactics, and recruitment
methodologies diffuse across organizational boundaries.
4. Bridge Actors: Individuals and nodes that move
between ecosystems and enable cross-system coordination, adaptation, and
learning.
Strategic Implication:
What Must Change
A convergence-based model shifts counterterrorism from organizational
targeting to system disruption.
It changes the focus from: Who the group is to How ecosystems
interact
It also changes how success is measured. Effectiveness is no longer
defined only by degradation of individual organizations, but by
disruption of the reinforcing connections between them.
Conclusion:
From Segmented Models to Systemic Threat Understanding
The central issue is not whether the 2026 counterterrorism strategy
recognizes multiple threats. It does. The issue is that it still treats
those threats as structurally separate systems.
My assessment is that the Islamic Resistance Council, the Axis of
Resistance, and the Muslim Brotherhood should be understood as key
Islamist threat ecosystems that are increasingly converging under
specific conditions, particularly in the Middle East, South Asia, North
Africa, and across the Sahel. That convergence does not require unity to
generate operational effects. It only requires interaction.
The question that follows is simple: what are we doing in the spaces
where that interaction is actually happening?
The current counterterrorism strategy is failing not because it lacks
information, but because it is structured around a model of separation
that no longer fully reflects operational reality.
An evolved strategy requires moving away from bucketed or segmented
threat management and toward a convergence-aware framework that reflects
how these adversarial ecosystems behave in practice. The reality is that
the enemy is not operating in isolated silos anymore. These networks
have evolved, they overlap in strategic environments, and they reinforce
each other where it benefits them operationally. If we continue to treat
them as separate problems on paper, we will continue to be one step
behind how they are operating on the ground.
